I have a supplementary question. Despite the fact that we still have not been convinced of the need to upgrade the existing road network, how does the minister propose to upgrade the existing road network without turning South Street and Leach Highway into freeways at considerable environmental, economic and social cost to nearby residents and all Western Australians?
