For each department, agency and Government Trading Enterprise within the Minister’s portfolio of responsibilities, I ask: (a) how many computers, laptops or tablets have been recorded as lost for the financial year 2015-16; (b) how many computers, laptops or tablets have been recorded as stolen for the financial year 2015-16; (c) what is the actual or estimated value of the lost computers, laptops or tablets; (d) what is the actual or estimated value of the stolen computers, laptops or tablets; (e) how many mobile phones have been recorded as lost for the financial year 2015-16; (f) how many mobile phones have been recorded as stolen for the financial year 2015-16; (g) what is the actual or estimated value of the lost mobile phones; and (h) what is the actual or estimated value of the stolen mobile phones?

Department Local Government Communities
Following its amalgamation and subsequent development of common systems, the Department of Local Government and Communities (DLGC) identified issues with controls relating to asset management. It requested internal auditors to review its assets, and undertook a comprehensive interim audit between August and November 2015 followed by a baseline stocktake in April and May 2016. This revealed a significant number of lost computers and mobile telephones which had not previously been identified. Details of the total identified are included below. DLGC are not able to confirm how many of these were lost in 2015/16, and how many went missing prior to 2015/16.
Previous answers provided in the Parliament in relation to lost or stolen computers, laptops or tablets were provided in good faith and based on information available to DLGC at the time. DLGC has acknowledged that the information previously provide to the Minister was inaccurate.
Over the past 12 months, DLGC has significantly strengthened property governance, implementing stronger controls and registers to identify, track, account, and dispose of property. The Office of the Auditor General is now satisfied with the controls in place around DLGC’s property management processes.
