Chung Wah Bentley community centre
1060. Hon Anthony Spagnolo to the parliamentary
secretary representing the Minister for Multicultural Interests:
I refer to the Chung
Wah Bentley community centre, which has received significant state funding and
land from the government, and reports of delays, governance concerns and issues
around the tender process.
(1) How much state funding has been committed, and
how much has been paid to date?
(2) What conditions and milestones apply to the
state funding, and have any been breached?
(3) Have the minister or the department received
any concerns or warnings about the project's governance, tendering or delivery
and, if so, what action has been taken?
(4) What measures are in place to ensure
transparency and the protection of public funds in relation to this project?

I thank the member
for some notice of the question. The answer has been provided to me by the Minister
for Multicultural Interests.
(1) In 2020–21, $5 million was committed
to the Chung Wah Bentley community centre. In 2025–26, a further $5 million
was committed to the project, taking the total investment by the WA Government
to $10 million. To date, one payment of $750,000 has been made.
(2) All funding is administered according to the Department
of Creative Industries, Tourism and Sport's grants administration framework,
and payments are made on the achievement of agreed milestones. No funding
conditions have been breached.
(3) On 24 April 2025, the Minister for
Multicultural Interests received a letter from a community member and has
responded. The Office of Multicultural Interests is working closely with Chung Wah,
the project manager and the project working group to ensure that any issues
that arise are addressed in a timely and appropriate manner and the project's
delivery.
(4) The Department of Creative Industries, Tourism
and Sport is administering the funding in alignment with the CITS grants
administration framework and the CITS project management office under the
provisions of the Financial Management Act 2006 .
