Horizon Power has provided the Minister for Energy with following response
1a-c) Given the very general nature of the question, the breadth of information requested and the fact Horizon Power contributes to the Government's Quarterly Consultants Report, unless the Member for Darling Range is able to provide a more specific question, Horizon Power is unable to commit the extensive resources required to answering this question beyond that which has already been provided as part of the Consultants Report.
However by way of general explanation, as the smallest of the electricity corporations formed at the disaggregation of Western Power, Horizon Power's business model was based on the expectation that the business would rely on service level agreements (SLAs) with Western Power, Synergy and Verve Energy to meet a raft of the requirements of a stand-alone corporation.
As well as services that were provided under SLA, Horizon Power has used consultant support to, initially, develop the range of systems and processes needed to function as a stand-alone entity and then transition a new skill-set to the Horizon Power workforce, where none of the other state-owned electricity corporations had the capacity to provide the required support.
For reasons including the current nationwide labour shortage, Horizon Power has also sought assistance from consulting firms to provide skilled or technical short-term labour support where Horizon Power has been unable to employ or otherwise engage in-house labour to complete the range of duties and obligations required of a stand-alone corporation.
Horizon Power has sought consultant support for a range of issues including:
· Power system modeling
· Financial system development
· Strategic planning
· Corporate system development
· Human Resources systems development
2) Appropriate due diligence and probity measures were undertaken prior to the engagement of each consulting group.
3) Yes
3a) It is inappropriate to name individuals who are not employees of Horizon Power, however consultant and contract personnel have been engaged to fill positions on a temporary basis to ensure the business was able to continue to meet its corporate and statutory obligations.
3b) The cost of each engagement is included in the over-all figure paid to each consultancy for the range of services provided.
Horizon Power has engaged consultants and other labour-hire personnel to fill roles on a temporary basis where the business has been unable to hire suitably qualified and capable individuals on a permanent basis or where the role is temporary in nature.
