I refer to the Middleton Beach Activity Centre Scheme Amendment and Structure Plan, and ask: (a) will the Minister please provide the rationale for LandCorp to extend the hotel/mixed use precinct some 15 meters closer to the beach, when a coastal hazard assessment report that was commissioned by LandCorp identified the hotel precinct as being at extreme risk from coastal erosion; (b) will the Minister please provide the details of all public infrastructure costs and associated responsibilities that will be required to protect the hotel from the risk of costal erosion, noting that the existing development in the area is shown in the coastal hazard assessment report as having only low or moderate levels of risk and therefore requires less protection; (c) has the City of Albany been informed about any coastal protection works that will be required to protect the hotel/mixed use precinct; (d) if the coastal risk planning is not complete, and agreement not reached on infrastructure costs and responsibilities, will the Minister please explain why LandCorp are progressing the Local Planning Scheme Amendment to enable a hotel and residential accommodation in an extreme coastal risk area; and (e) will the Minister please explain why LandCorp refused community requests for the boundary of the new hotel/mixed use lot on site, in a manner suitable to both LandCorp and the City of Albany, when such information would be valuable to informing the community to better understand the location of the new lot?

(a) Coastal risk for the Middleton Beach area has been investigated with a Coastal Hazard Risk Management and Adaptation Plan showing there is a potential high risk to existing assets including the hotel site, over the 100 year planning horizon. The report also identifies protection options which can and will be constructed to reduce the risk to a low level (page 50). LandCorp undertook extensive consultation with the community in 2015, and recorded strong support for the realignment of Flinders Parade to improve pedestrian movement and amenity in the public open space / foreshore area and positioning of the hotel site directly adjacent to the foreshore reserve. The proposed hotel lot boundary to the foreshore reserve has been located in generally the same alignment as the existing Flinders Parade road formation. The proposed location of the hotel site is intended to appeal to private hotel investors, developers and operators to assist with the sale and subsequent development of the site.
(b) All costs associated with the coastal hazard protection of the hotel site will be met by LandCorp as the land developer and in accordance with the requirements of State Planning Policy 2.6 for coastal protection.

(d) Coastal risk analysis and planning is an ongoing activity. A Scheme Amendment and Structure Plan must be finalised to confirm ultimate cadastral boundaries as a necessary input to a Coastal Hazard Risk Management and Adaptation Plan. Following the preparation of the Coastal Hazard Risk Management and Adaptation Plan for Middleton Beach, design options for coastal protection of the hotel site can be resolved in collaboration with the City of Albany. A programme for completing detailed design and implementation for the required protection works, drainage works and landscaping for the Middleton Beach Precinct is currently being prepared as part of the Foreshore Management Plan.
(e) LandCorp provided to the community aerial photographs with clearly marked survey boundaries and easily identifiable ground features of the whole of the Middleton Beach Activity Centre and all proposed lots including the hotel site. The proposed changes to the Flinders Parade alignment and the development areas were explained to the community during the public consultation period.
