OCEAN REEF MARINA REDEVELOPMENT

It was a pleasure to welcome the
minister to Joondalup on Sunday to announce that LandCorp will lead the
development of the new Ocean Reef marina. Can the minister please describe what
facilities and amenities this important project will deliver to the people of
my electorate?

Thank you, member for Joondalup, for
the question. It was fantastic on Sunday to launch and celebrate the fact that
the government, through its development agency LandCorp, will be taking
responsibility for progressing the Ocean Reef marina development. It is
something that, as the members for Joondalup and Ocean Reef pointed out to me,
has been on the books for 30-odd years. The first iterations were discussed in
the late 1970s. It is something that the City of Joondalup has well and truly
put on the agenda. It wants to progress the development of a marina —

D.T. REDMAN : We know what has happened with the Mindarie marina to the
north, with Hillarys to the south. In fact, the Hillarys marina has some four
and a half million people a year going through it. It is interesting to say
that the history of those was challenging when they were first put on the
table; there was a little bit of pushback from the community. To the credit of
the City of Joondalup, it put a lot of work into community consultation. In
2009, it surveyed over 11 000 people and got 94 per cent support for the
progression of that development. It is very complex. It has a whole range of
tiers in commercial, retail and marine services, boating pens and accommodation.
It is quite complex. The first time it really came to light with me was when
the regional cabinet meeting was held in Joondalup. I must compliment the
member for Joondalup and the member for Ocean Reef in particular for ensuring
this stayed on the agenda. The local government up there wanted the state to
take over proponency because of the complexity of the project and for those two
to work with my office, with the Premier's office and also with the
Minister for Planning to get this on the agenda to ensure we got to the point
now whereby the government has made a decision through cabinet that LandCorp
will take a lead proponency role. By the end of this year, 2016, the business
case will be completed.

Mr D.T. REDMAN : By
the end of this year, we will have a business case that will be presented back
to cabinet. The complexity of the project is that land there is owned by the
state. There is also land there that is owned by the City of Joondalup and also
land that is owned by the Water Corp. It is very important to get that balance
between the commercial drivers that such a project would have, given that there
will potentially be some 1 000 dwellings on site, some 900 future jobs, and 600
boat pens that will soak up the demand for boat pens in the coastal areas. To
get that balance between the commercial drivers, what the community wants in
terms of some of the public open spaces is really important. The business case
will highlight, in consultation with the City of Joondalup, exactly where that
point will land. That will give government clarity about where the costs are
and then the government will make a decision post that. Right now, LandCorp is
leading it. By the end of the year we will have a business case to cabinet to
secure what will be a fantastic development. I pay tribute to the members for
Joondalup and Ocean Reef for getting this on the agenda.
