I refer to upgrades to vehicles to adjust their Gross Combination Mass (GCM) allowable, and I ask: (a) what facilities are provided in Western Australia to test vehicles that have been upgraded; (b) is dynamometer testing a requirement for approval, registration or licencing of GCM upgrades; (c) where are applicants currently having their upgrades tested with a dynamometer; (d) how is the Department of Transport assessing GCM upgrades; (e) how many GCM upgrades have been approved by the Department of Transport; and (f) how many of the approvals in part (e) had dynamometer testing completed and assessed?

(a – f) Approved testing facilities in Western Australia are listed on ROVER, the Australian Government Department of Infrastructure, Transport, Regional Development, Communications and the Arts’ online applications and approvals portal. It is not compulsory for testing facilities to be listed on ROVER.
Dynamometer testing at an approved facility can be used to provide evidence as part of an application to adjust the approved Gross Combination Mass of a vehicle.
The Department of Transport’s engineers assess a range of evidence as part of an applicant’s submission to ensure the application meets the requirements of VTB-181A with sound evidence.
