1) The Department of Treasury and Finance's Building Management and Works (BMW) division leads the planning and delivery of Government building maintenance. BMW has established contracts with four private sector facilities management companies to assist it in this role in the Perth metropolitan area. The facilities management companies call quotes and tenders for maintenance work, in compliance with Government works procurement policies. This is a contractual requirement on the companies. Compliance is actively monitored by BMW, in its contract management role.
(2) (a-e) The facilities management companies call quotes and tenders for thousands of building maintenance jobs each year, the vast majority of which are below the public tender threshold of $150,000. The resourcing effort and costs of responding to the details sought on each job undertaken since 23 September 2008 is prohibitive.
