(c)-(k) The amount is comprised of three separate grants: i)A grant of $158 250 is the Department of Education and Training’s contribution to the Teacher Consultant Classroom Management and Cooperative Learning Training Program, which is being jointly undertaken with the Australian Education Union (WA Branch) (AEU). This was negotiated as part of the Certified Teachers’ Agreement. An Operational Group comprising the partners and stakeholders was established on commencement of the project. This group makes recommendations that are then assessed and can be endorsed by the Department. This program commenced in January 2003 with the full amount being paid in February 2003. ii)A grant to the Transport Workers’ Union (TWU), a Registered Training Organisation, was initially for one year (2002) and for an amount of $79 125. The same grant has been extended through 2003 due to ongoing demand. While the grant is notionally for $79 124, fees are charged and deducted from the amount paid. The full amount paid in 2002 was $53 861. Approximately 1,000 transport industry workers received occupational health and safety training through the program in 2002. It is expected that final payments for 2003 will be of a similar amount. Payments for training delivered can only be made after reports have been received demonstrating that training has occurred. The Department has a Delivery and Performance Agreement with Unions WA outlining terms and conditions of the grant linked to agreed milestones and reporting points with information relating to activities undertaken during the relevant period, numbers of attendees at courses, seminars or other event and outcomes. Unions WA will also be required to provide a statement of expenditure outlining how funds were utilised on completion of the project. The Delivery and Performance Agreement is effective for the period 1 January 2003 to 31 December 2003. (l)–(t) On the completion of the programs and evaluation of the outcomes, the results will be made available, including details relating to employment of staff associated with the grant.
