I refer to the anthropological and archaeological reports of the Red Hill Boral and Hanson quarry sites registered with the Department of Indigenous Affairs, and ask -
(1) Does the Environmental Protection Authority (EPA) consider these reports when making a recommendation?
(2) Are there guidelines about choosing which reports to consider when formulating their recommendations?
(3) If yes to (2), please table these guidelines?
(4) Does the EPA consider each and every report in their entirety when making a recommendation?
(5) Are there guidelines about weighting and valuing the reports when formulating their recommendations?
(6) If yes to (5), please table these guidelines.
(7) What weight does the EPA accord to the recommendation from the Department of Indigenous Affairs on Aboriginal Heritage sites when making a recommendation on a proposal to the Minister?

(1-7) The Environmental Protection Authority has prepared Guidance for the assessment of Aboriginal heritage (No.41, April 2004). This guidance is publicly available on the Environmental Protection Authority's website.
In undertaking an environmental assessment the Environmental Protection Authority takes account of the significance of the environmental impact, information provided by the proponent, submissions received during the public review period and advice from Government agencies with experience relevant to the environmental issue.
The Environmental Protection Authority released its Report 1375 on the proposal by Boral Resources Ltd Gidgegannup Quarry on 6 December 2010 and Report 1381 on Hanson Construction Pty Ltd Red Hill Quarry proposal on 31 January 2011. These reports describe the information and advice considered by the Environmental Protection Authority in relation to Aboriginal heritage matters relevant to each of these proposals.
