685. Hon Dr BRAD PETTITT to the parliamentary secretary
representing the Minister for Corrective Services:
I refer to youth detention.
(1) What are the
staffing ratios at Banksia Hill Detention Centre and Casuarina Prison,
respectively, across July 2022 and August 2022 to date?
(2) How many
shifts among staff at Banksia Hill Detention Centre and Casuarina Prison,
respectively, have gone unfilled in July 2022 and August 2022 to date?
(3) How many
adult custodial officers have worked with youth detainees at Casuarina Prison
to date, and on how many occasions has this occurred?

I thank the member for some notice
of the question. The following information has been provided to me by the
Minister for Corrective Services.
Although the member has asked
questions relating to Casuarina Prison, it has been assumed that his question
was meant to refer to the temporary youth detention centre at unit 18 within
Casuarina Prison, rather than the adult facility, and I answer on that basis.
(1) The
Department of Justice does not apply staffing ratios to Banksia Hill Detention
Centre or unit 18. The average number of detainees at Banksia Hill in July 2022
was 95 and the average daily staff number at Banksia
Hill for this month was about 105. The average number of detainees in unit 18
in July 2022 was 16 and the average daily staff number at unit 18 for
this month was about 24. The average number of detainees at Banksia Hill in
August 2022 was 74 and the average daily staff number at Banksia Hill for this
month was about 105. The average number of detainees in unit 18 in August 2022
was 15 and the average daily staff number at unit 18 for this month was about
24.
(2) The number of
shifts per day at Banksia Hill is based on a detainee population of 215.
Banksia Hill had an average of 24 vacant shifts in July 2022, for an average
detainee population of 95. Banksia Hill had an
average of 32 vacant shifts in August 2022, for an average detainee population
of 74. When the shifts at unit 18 are
unfilled, staff from Banksia Hill Detention Centre are deployed to unit 18 to
ensure an appropriate level of staffing is maintained.
(3) Nil and not
applicable. Adult custodial officers support youth custodial officers in their
duties. They do not work with detainees.
