I refer to the City of Fremantle's Taylor's College development, and ask:
(a) does the Minister agree that, according to the City of Fremantle's Local Planning Scheme No. 4, a comprehensive structure plan prepared in accordance with the provisions of the Scheme was to guide land use, subdivision and development, and that the structure plan was to contain a map with, amongst other things, a proposal for a pedestrian network, and to be drawn to a scale that clearly illustrates the things it is required to contain and include a north point and a scale;
(b) If yes to (a), does the Minister consider that the proposed structure plan that was adopted by the City of Fremantle complies with these requirements with respect to the pedestrian network, and if so, for what reason; and
(c) Does the Minister believe that the City of Fremantle has followed due process and treated fairly the adjoining landowners and residents on the street where Crab Tree Mews meets Cottonwood Place, when the decision was made to raise the level of the land to such an extent that they ended up with, for example, dividing walls ranging from 2.2m to approximately 4m despite the fact that the structure plan had indicated 1.8m dividing walls, and if so, for what reason?

(a) Yes.
(b) Yes. The pedestrian network is indicated at Figure 8 in the Local Structure Plan report.
(c) Yes. I am satisfied that the development that has occurred on site is generally in accordance with the adopted Structure Plan and subsequent planning approvals. A resident has written to me on several occasions since 2009 regarding a range of concerns relating to development of the site. These matters have been thoroughly investigated. I am satisfied with the advice of the Department of Planning on the processes and activities of the City of Fremantle in relation to these matters.
