The Network Lessee must maintain a record of all new works (upgrades, replacements or additions) it undertakes on the network. It must preserve the records for the term of the lease and deliver them to the Minister when the lease terminates. Access to the records is to be available to the Minister during the term. There is no requirement to inform the Western Australian Railways Commission or the Minister of the value of the improvements.
