(1) In reference to the issuing of land title for Lot 601 Nix Ave South Hedland in the Demarchi Land Ballot from the Department of Housing and Works, can the Minister advise what is the reason for the delay in issuing title to the successful applicants (Mr and Mrs M. Wright)?
(2) What steps need to be taken to ensure that Mr and Mrs Wright have title as soon as possible so that they can commence construction before 20 September 2009 so that they can secure the full benefit of the First Home Owners Grant?

(1) Landgate was waiting for a 'release letter' from the surveyor so the plan could be forwarded to the Western Australian Planning Commission (WAPC) for their final approval. That 'release letter' was received at Landgate on 10 September 2009 and the plan was forwarded on the same day.
(2) A Landgate Officer has spoken to WAPC and provided details as to the urgency of the plan so that it could be considered in their priority system. The surveyor lodged all of the necessary clearances with the WAPC and approval was completed on 15 September 2009.
(3) The plan has been returned to Landgate, is in "Order for Dealings" and the lodging surveyor was notified on 16 September. The surveyor will then notify their client that they can now lodge the application for title and, if the paperwork is in order, the title can be issued in 2 days.
(4) Yes.
(a) Final planning approval is required by the WAPC.
