QuestionView source ↗
The Minister for Health and other minsters continue to assert that the Government has adopted a phasing-in approach to achieve smoke-free enclosed public spaces in Western Australia. (1) How does the Government intend to phase in smoke-free public places? (2) When will pubs be required to be smoke-free? (3) In the light of the poll of 1 400 Western Australians published in The West Australian on Saturday, 16 August 2003, showing over 70 per cent support for smoke-free pubs and clubs, is the Government is prepared to consider exceptions for pubs and clubs? (4) If no to (3), why not? Hon SUE ELLERY
AnswerView source ↗
I thank the honourable member for some notice of the question. (1) Please refer to the statement made by the Minister for Health on 25 June 2003, Hansard reference page 9228. (2) Nightclubs and cabarets are to be smoke-free by 31 December 2006. Currently, up to two bars or lounge areas in hotels, taverns and other licensed venues may be exempt. This will be reduced to one exempt area per venue by 31 December 2006. Further steps to achieve smoke-free enclosed public spaces will be considered by a review of the operation and effectiveness of this legislation - part IXB of the Health Act 1911 and the Health (Smoking in Enclosed Public Spaces) Regulations 1999 - commencing in June 2007. (3) No. (4) The Government clearly set out its position on this issue on 25 June 2003. To ensure clarity and certainty for the relevant industries, staff and members of the community, the Government will not reconsider the exemptions based on a poll of 1 400 Western Australians less than two months following the statement. The Minister for Health has indicated the inevitability of smoke-free enclosed public spaces but this position is not being considered by the Government at this time.
