I refer to the Redlion Bus
and Coach Company in Esperance, and ask: (a) how does the Department of Transport (DOT) go
about ascertaining the suitability of a company that applies to hold a contract
with the DOT; (b) what are the requirements
set forth to a company that applies to hold a contract with the DOT; (c) in reference to (b), which
of these requirements is mandatory for the company to meet before being
approved to hold and operate under a contract with the DOT; (d) what is the title, position, duties and responsibilities of the person who holds the responsibility of fulfilling (a) and (b)
on behalf of the DOT; (e) who presently holds the position referred to in (d) and how long have they held this position; (f) what process is undertaken
during inspections and audits of a company, that holds a contract with the
DOT, to ensure continuing compliance with the condition of the contract, and what
is the extent of these inspections and audits, how long do they take, how often
do they take place and what is the standard that must be met; (g) what is the title of the
person who holds the responsibility of fulfilling (f) on behalf of the
DOT; (h) who presently holds this position referred to in (g) and how long have they held this position; (i) when did the company meet the requirements of (a), (b) and (c); (j) how many inspections and
audits have taken place at this company; and (k) how many of these
inspections and audits have been conducted by the person referred to in (h)?

Insofar as the Public Transport Authority (PTA) is concerned, the PTA has a contract with Redlion Bus and Coach to operate intra-town school bus services. This question has been answered in that context.
(a)  The Public Transport Authority (PTA) conducts a public tender process in accordance with the State Supply Commission and Government policies.
(b)  Prospective tenderers are required to meet specified evaluation criteria.
(c)  All specified criteria must be met.
(d)  The PTA's Contract Manager, Infrastructure and Systems.
(e)  Mr Peter Jones who has held the position for 16 years.
(f) An annual on-site audit is conducted to check accountability and adherence to the terms of the contract. This audit is conducted by two PTA employees (1 x safety and 1 x contractual) over several days. Items audited include records, procedures, policies and service performance.
(g)-(h) The PTA's Manager Regional Town Bus Services, Mr Matt Saliacus (2 years), Contract Administration Officer Regional Town Bus Services, Ms Tania Meek (11 Years) and Transperth's Safety and Quality Coordinator, Mr Kieran Kilgallon (10 years).
(i) Redlion Bus and Coach commenced their current contract on 1 January 2014.
(j) 8 audits have been conducted in the past 9 years.
(k)  Kieran Kilgallon has conducted 8 safety audits whilst Tania Meek has conducted 2 contract audits. Other audits have been conducted by previous employees.
