I refer the Premier to his recent announcement that new anti-terrorism legislation to grant police special powers to search, apprehend and detain people who are suspected of terrorist activities and to conduct covert counter-terrorist operations would be introduced into Parliament as a matter of great urgency. (1) In the light of the terrorist attacks since September 11, 2001 why was the New South Wales government able to pass and proclaim anti-terrorism legislation by December 2002 - almost three years ago - while the Premier is yet to present a bill to Parliament? (2) Why has this government still not presented a comprehensive media and public communications strategy to be implemented in the event of a major emergency? Dr G.I. GALLOP

I have requested the Minister for Police and Emergency Services to draft such legislation, and the details of that are under consideration within the government.
