GOVERNMENT RESPONSE — EMERGENCY SERVICES LEVY — ECONOMIC
REGULATION AUTHORITY REVIEW
1126. Hon SAMANTHA ROWE to the Attorney General
representing the Minister for Emergency Services:
I refer to the government's
recently stated intention in its response to the Ferguson report to refer to
the Economic Regulation Authority for review the current arrangement for the
management and distribution of the emergency services levy.
(1) When will that review commence?
(2) When is the review scheduled to
conclude?
(3) Will the
review be empowered to consider legislative changes, including the quarantining
of levies collected to operational and frontline expenditure?
(4) Will the
review be able to review costs incurred in the collection of the ESL and the
debt collection of those levies?
(5) Is it a condition
precedent that to finalise a decision on the structure and funding of the rural
fire service the ERA review of the ESL must be concluded?

question.
(1)–(5) The
terms of reference for the review are still being developed but will be
consistent with recommendation 17 of the Ferguson report. The terms of
reference will inform decisions about the commencement and length of the
review.
