I
have a supplementary question. It was not a question about police capacity; the
situation demands new approaches . Will the minister bring about changes
as have been called for by affected families?

I am not sure what change could
speed the response beyond 33 seconds. I suspect that perhaps the only thing
that could better that would be Minority Report technology, which we
currently do not have access to. It was evidence of just how effective and well-tasked our police are. They have people
in the camera room when Operation NightSafe is underway on the weekends.
They observed the act taking place, a call to respond was given and 13 police
were there within 33 seconds. They stopped
the assault—fortunately, they probably prevented the individuals from
further harm—and arrested the individuals responsible. That is
about as good a response as you can expect. This was an unprovoked—I cannot
say that—but it was an unpredictable incident. It was something that
could not have been predicted so therefore the response was as efficient as it
could possibly be.
