I refer to the Government’s announcement of a levy placed on schools to fund its long service leave liability and I ask: (a) what strategies, other than the levy, does the Department of Education employ to manage its long service leave liability; and (b) is there, or will there be, any incentives provided to schools that aim to encourage staff to use up their long service leave?

(a) Since the introduction of the Leave Liability Cap, strategies have been introduced to reduce excessive leave balances held by some staff. Central and Regional Office staff with excessive balances have been directed to work with their managers to develop leave-management plans to decrease balances. In certain circumstances, staff are given the option to cash out a portion of their balances.
From 2014, school-based staff with excessive leave balances will be advised by the Department that they must work with their principals to develop
leave-management plans to decrease excessive leave balances. In certain circumstances, staff will be given the option to cash out a portion of their balances.
(b) Principals, as site managers, are required to work with their staff members to manage the levels of long service leave accrual in their schools. Under the terms of the
School Education Act Employees' (Teachers and Administrators) General Agreement 2011,
the Director General may direct an employee to take accrued long service leave, and may determine the date on which such leave commences. Schools are able to replace school staff accessing long service leave at no cost to the school. No further incentives are offered.
