theparliamentary secretary representing the
Minister for Transport:I refer to the expression
of interest invitation documents for the Kwinana Freeway upgrade project, Roe
Highway to Safety Bay Road, released last week. I note that no referenceat all is made to WA best practice industry conditions, in contrast
to the equivalent documents for the Tonkin Highway extension and Thomas Road upgrade
project. I also note an article inThe West

Forestry, Mining and Energy Union use of MOUs.(1)Can the minister confirm
whether the Kwinana Freeway project will be subject to WA BPIC either:(a) directly defined as using the WA best practice
industry conditions by name; or(b) indirectly defined as using the same new
conditions contained in the WA BPIC?(2) Can the minister confirm that the builders
working on the Kwinana Freeway upgrade project will not be subject to any MOUs
that require them to consult with the CFMEU over which subcontractors are used?(3) What is the government's criteria for success
in the Tonkin Highway WA BPIC trial?
