There are three water service providers in the areas listed, Aqwest, Busselton Water and Water Corporation. The Water Corporation is unable to supply details at the household level because they use an account-based billing system.
(1)-(2) An overdue account is recorded as such by the Water Corporation when an action is undertaken, for example a payment plan is applied for or a notice is sent. For the purpose of this answer, accounts that have been sent a reminder notice - issued when a bill remains overdue for more than 14 days - is provided as a measure. Up to six reminder notices a year could be raised against one account.
