(2) The Government is committed to addressing the Western Australia (WA) Police accommodation issues at the Carnarvon within the context of statewide priorities and available funding.
(a-b) The design work for the proposed police station / courthouse is on hold pending the outcome of a revised business case, which is being drafted for submission to Government to resolve scope changes and funding issues. The project start date will not be known until the Government makes a final decision.
(3) The WA Police and Department of The Attorney General's (DoTAG) preference is to locate the facility within the Carnarvon commercial / business precinct, however the Government will consider the matter during deliberations when a revised business case is provided by both the WA Police and DoTAG.
a) The site selected by the previous Government, on the corner of Robinson and Babbage Island Road has been found to be contaminated. There is both soil and ground water contamination to be remediated by Wesfarmers (former owner) in association with the Shire of Carnarvon (current owner). The remediation process has delayed the project to the extent that increased building escalation costs require a further funding submission to the Department of Treasury and Finance. In addition, there has been project scope changes related to DoTAG infrastructure which has further increased the cost. Negotiations with the Shire of Carnarvon are on hold pending resolution of the ground contamination and funding shortfall.
