I refer to my question on notice No. 5817 where the Minister commented on the implications of the user choice funding model for apprenticeship and traineeship delivery, and I ask how, if at all, will the Government limit the fluctuations in enrolments between private Registered Training Organisations and State Training Providers when the new entitlement model comes into operation?

Consistent with the criteria set out in the National Partnership on Skills Reform, the proposed entitlement model is intended to operate in a similar way to the current user choice arrangements that apply to the funding of apprenticeships and traineeships.
On this basis it is expected that there will be year on year fluctuations in the relative share of enrolments between private Registered Training Organisations and State Training Providers under an entitlement model.
As is the case with the current funding model for apprenticeships and traineeships, the training market will be monitored on an ongoing basis by the Department of Training and Workforce Development to ensure that there is a consistent supply of quality training services.
