I refer the Premier to his public statement, through the ‘Open Letter’, of his decision to reject the Maud’s Landing development proposal, and ask -
(1) When was the ‘Open Letter to the People of Western Australia’ prepared?
(2) By what legal authority did the Premier become the delegate Minister on the Maud’s Landing decision as stated in his open letter?
(3) Will the Premier table documents providing his legal authority to make the decision?
(4) Did the Premier consider the social and economic benefits of the Mauds Landing proposal, as part of his often stated triple bottom line approach?
(5) If so, why is the environmental aspect the only one mentioned in the Premier’s public explanation of the decision?
(6) What was the nature of the overwhelming evidence that came forward through the Appeals Committee that the Premier referred to in his public discussion with Paul Murray on July 4?
(7) Will the Government follow the same due process in making its decision on the Gorgon gas proposal?

(2) Under authority of Section 18(1) of the Environmental Protection Act 1986. (3) Yes. I table a copy of the delegation made by the Minister for the Environment under Section 18(1) of the Environmental Protection Act 1986, together with a copy of the Government Gazette notice recording that delegation. See tabled paper. (4) In determining the appeals from the report of the EPA under Section 100(2) of the Environmental Protection Act 1986, the Premier was obliged to consider only the environmental factors relevant to the proposal. (5) See (4) above. (6) The report of the Appeals Committee is available on www.wa.gov.au/appeals . The findings of the Committee are listed in the report along with a recommendation. (7) The Government is committed to following due process associated with all statutory procedures.
