Is the Minister aware that a Principal Policy Adviser (PPA) employed by the Department of Premier and Cabinet and working in the Minister's office has declared her candidacy for election to the City of Bayswater Council, and if so: (a) has the PPA disclosed this information to the Minister and all relevant officers within the State Government; (b) has the PPA signed a statement outlining how conflicts of interest will be managed as they arise both within the campaign and if successful in winning election to Council; (c) if yes to (b) what undertakings has the PPA given to the Minister or relevant officers regarding potential conflicts of interest; (d) has the PPA received any briefings, information or emails from Western Australia Police on any matter related to or within the local government district of Bayswater and if so, what was the specific nature of the briefings; and (e) has the Public Sector Commissioner (PSC) been informed of the PPA's candidacy, and: (i) if so, what was the response of the of the PSC; and (ii) if not, why not?

(a)    An Adviser has disclosed to the Department of the Premier and Cabinet, the Minister and members of the Ministerial Office of their intention to nominate as a candidate for the City of Bayswater Council.
(b-c) In consultation with the Department, the Adviser has identified potential and perceived conflicts of interest and management strategies have been put in place to ensure the public interest is being served at all times.
(d)     The Western Australia Police Force routinely provide briefings etc on various state-wide issues. No briefings etc specifically about the City of Bayswater have been provided to the Adviser.
(e)     (i) No
(ii) As an employee of the Department of the Premier and Cabinet the officer is required to comply with the Department’s Code of Conduct which does not require communication on these matters with the Public Sector    Commission. This is the same arrangement as applied to ministerial staff under the previous government.
