379. Hon Dr BRAD PETTITT to the parliamentary secretary representing the
Minister for Environment:
I refer to the fact that less than
30 per cent of metropolitan area local governments and 10 per cent of regional
local governments have transitioned to food
organics and garden organics, otherwise known as FOGO, thus far. I also refer to the state government's media statement of 8 February 2023 about
additional funding to help local governments transition to FOGO.
(1) On average,
what percentage of this funding for FOGO transition will cover local
governments' —
(a) setup costs;
and
(b) ongoing
costs?
(2) What
percentage of metropolitan and regional local governments respectively does the
state government expect to have transitioned to FOGO by 2025?
(3) What percentage of waste was diverted from landfill in
the residential waste stream in 2021–22 in —
(a) regional
local governments; and
(b) metropolitan
local governments?

I
thank the honourable member for some notice of the question. This answer is
accurate as of Wednesday, 22 February 2023, when the question was
logged. On behalf of the Minister for Environment, I provide the following
answer.
(1) (a) The
Better Bins Plus program reduces the set-up costs for local governments by a fixed
amount based on a formula. The proportion of
set-up costs represented by the payment varies between each local
government and depending on whether the local government is moving from a two-bin
or three-bin system to a FOGO system.
(b) The Better
Bins Plus program does not fund ongoing FOGO delivery costs.
(2) To date, 64 per
cent of Perth and Peel local governments have indicated that they will be
implementing FOGO by 2025. Nine per cent of
non-metropolitan local governments have indicated an intent to implement FOGO by 2025.
(3) Waste and
recycling data for 2021–22 is not yet available. In 2020–21,
the percentage of waste diverted from landfill in the residential waste stream
reported by local governments was —
(a) 24 per cent
by regional local governments; and
(b) 40 per cent
by Perth and Peel local governments.
