(b) The Department of Environmental Protection (DEP) has information relating to the numbers of smoky vehicles reported by the public. The information on the numbers is publicly available, and is normally provided in the annual report of the Department. Letters are sent to the owners of reported vehicles requesting a response. The DEP does not issue work orders. Work orders are currently issued by the WA Police Service under the recently introduced ten second regulations. (c) The Select Committee on Perth’s Air Quality recommended that the DEP Smoky Vehicle Reporting Program be enhanced with an enforcement provision. Under the Perth AQMP, the Smoky Vehicle Reporting Program will be assessed for effectiveness and how it can be integrated with the ten second regulations. This program is being overseen by the Air Quality Coordinating Committee (AQCC), which report progress on implementation annually. (d) Yes, as Minister for the Environment and Heritage, I have responsibility for establishing priorities for implementation of the recommendations in the Perth AQMP. In doing this, I will seek advice from the AQCC, the consultative committee overseeing implementation of the AQMP programs, where appropriate.
