I relation to the contract that was entered into with Department of Disability Services and Ben's Administration Company, I ask:
(a) of the initial trial amount of $186,000, only $70,000 was paid over a two year period. What has happened to the remaining $93,000?
(b) are John and Rae Dainton to be compensated, or reimbursed, for expenditures they made between 31 March 2011 and 31 March 2012?

The Disability Services Commission has never had a signed agreement with Ben's Administration Company.
a) Individual funding packages are allocated to meet people's day to day support needs, therefore funds do not generally accrue. Funds not used in a financial year cannot be carried forward into the following year (unless by special arrangement).
Where there are residual funds or someone does not use their full package, the remaining funds are reallocated to meet unmet demand of people with disabilities within Western Australia.
b) No. No agreement existed between Ben's Administration Company or Mr and Mrs Dainton and the Commission for the period 31 March 2011 and 31 March 2012.
The Commission has agreed to backdate funding to 13 April 2012 when Ben's Administration Company (Mr and Mrs Dainton) provide a simple support plan that shows hours of paid support, governance and financial accountability arrangements and when evidence of expenses incurred is provided.
