(1) I refer to the divestment of Graylands Hospital, and ask: (a) given the divestment of Graylands Hospital has been identified as a key opportunity for reform to the Western Australian mental health system, can the Minister provide detailed information about what aspects of planning have been completed, and what business cases have been submitted or will be submitted for this divestment for the 2018-2019 budget; and (b) can the Minister confirm that the funds derived from this divestment will be ring-fenced for reinvestment exclusively in mental health reform? (2) In the 2017–2018 Budget Estimates Hearing earlier this year the issue of community consultation in the business case planning for the divestment of Graylands was briefly addressed. At that time only one non-government organisation had been consulted. Can the Minister provide information about what other non-government or community representatives have been consulted as part of this process since then, and advise what future consultation will be undertaken?

I am advised that:
(1)(a) The North Metropolitan Health Service (NMHS) engaged Johnstaff Projects to prepare the Graylands Health Campus and Selby Older Adult Planning and Transition Strategy (the Strategy) in 2016. The Strategy provides a blueprint for the staged decommissioning of services.  Detailed planning regarding the staged decommissioning of services is currently occurring.  The detailed planning together with the strategy is currently being utilised to inform the business case, which the Department of Health together with the Mental Health Commission is developing for submission to Cabinet for consideration in early 2018.
(1)(b) Any decision as to how funding derived from the divestment of Graylands is used will be subject to Cabinet consideration.
(2) The Mental Health Commission (in collaboration with the Department of Health and the NMHS) will identify stakeholders for engagement throughout the Graylands Divestment process. A non-government organisation was engaged some time ago to provide a psychosocial rehabilitation support needs assessment of mental health consumers at Graylands and this assessment has been considered as part of the business case process. Wider consultation with non-government organisations has not yet commenced but will take place as part of the larger stakeholder engagement process.
