I refer to the article on page 2 of the West Australian dated 1 May 2006, regarding a Department of Health contract. (1) Is the article correct? Member for some notice of this question. 1. The article has some inaccuracies, namely: · Involves a staff survey lasting several years. There is a potential for two staff climate surveys to be conducted by the Contractor, however the second survey is at the total discretion of the Contract Authority. The requirement specifies: ‘The Contract Term will commence on the Contract Commencement Date and will expire in 1 year when the Services have been supplied in accordance with clause 6 of the General Conditions’. The Contract also specifies: ‘The Contract Authority has 1 option to extend the Contract Term, the option having a two (2) year duration (i.e. it is anticipated the survey will be conducted once every two years).’ The information about the tender has been available on the Government Electronic Marketplace (GEM) website since award of the contract. · A Queensland company won the work for $900,000 The total GST inclusive value over the full period including the extension option is capped at $858,000. · A front runner which wanted just $50,000 in the first year and a smaller sum in years after The lowest priced offer was for an alternative proposal to the specified requirement which was not acceptable. This Survey will provide a snapshot of the current status of WA’s Health workforce, measuring the level of satisfaction among employees. It will explore the culture of the organisation and investigate the factors that affect retention and turnover of staff. The WA Health Employee Survey has the potential to support positive change across the health system and represents a unique opportunity for staff to contribute to planning and sustained improvement. The results will be used to identify strategies to improve the workplace and to improve WA Health’s ability to attract and retain high quality staff. The survey will: · allow benchmarking against other government and health organisations for performance comparisons. · become a tool to measure effectiveness of change initiatives as we repeat the survey at later dates. · improve the workplace environment for our employees by asking for their feedback and acting on their responses. · determine what attracts and retains staff at the Department, therefore improving our ability to do this better. · investigate staff well-being and organisational culture to identify opportunities to improve staff satisfaction. 2. Out of a possible raw score of 9 for each of these criteria, the recommended proposal scored 9,8.5 and 8.2 respectively. These scores were significantly higher than all other tenderers and demonstrated the clear superiority of the recommended tenderer over its competitors; · the questions are health specific and are segmented and targeted, for example they include questions aimed at particular professions such as nursing, medical and physiotherapy. While similar questions could be developed with other providers, these questions are already tested and validated. This will save Departmental staff a large amount of time and cost to assist with benchmarking. The survey is aimed at solving the issues surrounding recruitment and retention in similar organisations, which is one of the major aims of the survey; · the Company has conducted over 640 employee Surveys in the Health sector alone and has an extensive database that can provide information on the best health organisations to work for in Australia and why.
