Occupational Safety and Health Regulations 1996
of which notice was given on 24 November 2010, and ask -
(1) What specific competencies must be met for a person to be considered a ‘competent person’ for carrying out testing and tagging of electrical equipment under clauses 3.5, 3.6 and 3.7(a) of AS/NZS 3012:2010?
(2) Which VET courses, if any, must an unlicensed person have successfully completed to be considered a ‘competent person’ for carrying out testing and tagging of electrical equipment under clauses 3.5, 3.6 and 3.7(a) of AS/NZS 3012:2010?
(3) In what ways, other than completing a VET course as referred to in (2), can a person be deemed competent to carry out testing and tagging of electrical equipment under clauses 3.5, 3.6 and 3.7(a) of AS/NZS 3012:2010?

(1) To be considered a 'competent person', a person must have successfully completed training in the competency unit,
UEENEEP008B Conduct In-Service Safety Testing of Electrical Cord Assemblies and Cord Connected Equipment
in the National Electrotechnical Training Package, administered by the Australian Quality Training Framework.
(2) An unlicensed person must have successfully completed the aforementioned training, delivered by a registered training organisation under the vocational educational training (VET) system.
(3) A licensed electrician is considered a 'competent person'.
