The Consultancies appointed to date by the Department for Treasury for the New Stadium at Burswood are a Sports Architect (Populous); a Master Planner (Chappell, Lambert and Everett); a Stakeholder engagement and strategic communications adviser (PPR); a Financial analysis and business modelling adviser (Ernst and Young) and a Cost Planner (WT Partnership).

To review the latest trends in stadium design, consult with the primary users of the stadium on their needs, and support the Stadium Project Team develop a detailed stadium brief. They will also prepare a Stadium Development Plan as an input into the Master Plan, that will identify the footprint, orientation, major services and massing of the stadium and its surrounding concourse, within the context of a sports precinct.
Their findings and detailed design brief, including an updated scope of works to inform the capital cost estimate, will form part of the Project Definition Plan.
To work with the Stadium Project Team to review all relevant planning documentation, including environmental, geotechnical and utility service matters, undertake a risk analysis and integrate the Regional Framework, Sports Precinct Plan, Stadium Development Plan and Management Plan into a Master Plan.
The consolidated Master Plan will form a key part of the Project Definition Plan.
To support the Stadium Project Team in the development and implementation of plans to engage and consult with all stakeholders relevant to the stadium project.
This includes working with the Sports Architect and the Master Planner in the development of the Project Definition Plan. A stakeholder engagement strategy will form part of the Project Definition Plan.
The scope is to review and analyse the existing Business Model from the 2007 Major Stadium Taskforce Report, and develop a revised Business Model for the stadium.
The Business Model will be required to analyse various design components to understand their impact on the stadium business case.
This will include a sensitivity analysis of this revised Business Model relating to the use of the stadium facilities.
The scope is to work with the

and the financial analysis consultant to determine the capital cost of the functional brief, the life cycle and operational costs based on the brief, and an indicative cash flow.
