With reference to the proposed integrated agricultural research institute in Western Australia, what changes to which Acts or regulations, if any, are required to be passed by Parliament to enable this $110 million project to proceed? Hon KIM CHANCE

I thank the member for some notice of this question. The $110 million project referred to in the honourable member’s question relates to the combined cost of capital developments required to both establish the integrated agricultural research institute and also, as a separate matter, relocate the department’s South Perth facilities. Although it is easy to confuse the two, because both are happening at the same time as part of the same project, they are in fact two quite different issues. Hon Bill Stretch: Does that figure take into account the proceeds of the sale of the South Perth facilities? Hon KIM CHANCE: Yes. Hon Bill Stretch: So it is a net figure? Hon KIM CHANCE: Yes; it is a net figure, but one can happen independently of the other, which is why I refer to them as two separate things even though they are part of the same project. The actions required to enable both projects are provided by section 9(1) of the Agriculture Act 1988, as amended, under which, subject to the direction and control of the minister and the Public Sector Management Act 1994, the director general has the power to do all things necessary or convenient to be done for, or in connection with, the performance of the functions of the department. Would that we could all have such a broad job description! Under the current proposal no changes are required to existing Acts or regulations.
