The Ministry implemented its current accounts payment system in 1995 and records of payments made prior to 1995 are not available without considerable research. Regardless, the payments that have been made to the organisations in question since 1995 are for routine goods and services and no funds have been allocated to enable these organisations to deliver programs for the Ministry.
