representing the Minister for Energy and Decarbonisation:
I refer to the even
further delayed whole-of-system plan for the South West Interconnected System—

me, President?
The President: Honourable member, though some might
wish it, it is not the case.
Hon Dr Steve Thomas: I will start again, President.
I refer to the even
further delayed whole-of-system plan for the South West Interconnected System,
which will in theory show how the government will keep the lights on over the
next five years, including at peak demand over summer, and which was due by the
end of September 2025 but will now not be delivered until mid-2027, when the
so-called transition will be already half done.
(1) Is it true that Energy Policy WA in the Department
of Energy and Economic Diversification had completed a draft whole-of-system
plan on time for release by 30 September 2025?
(2) If yes to (1), was the draft whole-of-system
plan dropped because, in review, the government worked out that it was a
failure that could not deliver the proposed transition?
(3) Will the minister table a copy of the
inadequate draft whole-of-system plan or is it too embarrassing?
(4) How can the community have faith that the
government's next attempt at a whole-of-system transmission plan will be any
better?
