(3) Critical Infrastructure Officers were conducting a routine site assessment in accordance with WA Police obligations under the National Counter Terrorism Plan and planning for future security requirements. While not common practice, the officers used the only readily available transport in this instance as hire vehicles were not permitted to travel on the closed access road and police vehicles were unavailable due to local priorities.
