I refer to the proposed new hospital for the Busselton district, currently proposed to be built on the site of the existing Busselton Hospital, and I ask -
(1) Does the Government intend to conduct a one in 500 year flood assessment for the site of the proposed new hospital in Busselton, as recommended by the Department of Water, in the Sinclair Knight Mertz report etitled, ‘New Busselton District Sub-regional Hospital and Community Health Care Technical Evaluation of Site Options’, dated 14 September 2006?
(2) If the Government does not intend to conduct a one in 500 year flood assessment, what criteria will be used to assess the site?
(3) Will the flood and storm assessment criteria take into consideration the predicted sea level rise of 0.9m as outlined in the report, ‘Sea Level Changes in Western Australia’, by the Department of Transport, dated 2 February 2010?
(4) If not to (3), what height of sea level rise will be used when assessing the site?
(5) Does the Minister anticipate that the proposed hospital in Busselton will continue to operate during a one in 500 year flood event, should that event occur?
(6) Does the Minister require that access roads to the proposed hospital will remain clear of flood water, should a one in 500 year flood event occur?
(7) How does the Minister anticipate ensuring that the access roads to the proposed hospital will remain clear, should a one in 500 year flood even occur?
(8) Will the Minister ensure the same flood assessment criteria are used to evaluate any alternative sites for the proposed hospital, as well as the site of the current hospital?

(1) Yes. However, it should be noted that immunity to a 1 in 500 year flood event significantly exceeds current planning and operational requirements and a final decision on the appropriate design standard will be made when the flood assessment has been completed and its implications fully considered.
