GOVERNMENT COMMITMENTS — MIDLAND UNIVERSITY
CAMPUS; ROE HIGHWAY EXTENSION
693. Mr B.S. WYATT to the Treasurer:
Following on from the question
regarding risks to the state finances, I refer to the Premier's recent
visit to Midland and his commitment reported in the Echo newspaper of 27 October 2012, in which the Premier stated, ''I've
been talking with universities over the past few months about what can be
provided in this area and the State is prepared to fund the construction of a
university campus'', and the commitment from the member for Riverton
that the extension of Roe Highway is a commitment from the Liberal Party.
(1) How much will
the state spend on the construction of a university campus at Midland and on
the Roe Highway?
(2) By which date
will the university campus be completed and which day will Roe Highway be
completed?
(3) Which
university has made a commitment regarding the running of the campus?
(4) Finally, will
the commitments for the university at Midland and Roe Highway be included in
the Treasurer's costings?

(1)–(4) In
relation to the university in Midland, I think for a long time this side of
politics has supported the delivery of better educational outcomes for people
living in the eastern suburbs—full stop. Let me give a case in point—Governor
Stirling Senior High School.
Point of Order
Mr
B.S. WYATT : My question was actually very specific in respect of the
commitment to build the Midland university and the commitment around Roe
Highway. There was no question regarding Governor Stirling high school or any
other issue. I ask you, Mr Speaker, to bring the Treasurer back to the
question.
The
SPEAKER : Treasurer.
Questions without Notice Resumed
Mr
T.R. BUSWELL : I am merely reflecting on the government's commitment
to delivering better educational outcomes for young people who live in the
eastern suburbs of Perth.
Mrs
M.H. Roberts interjected.
Mr
T.R. BUSWELL : What I said, member for Midland, was that the school in her
electorate where the toilet block was worse than the toilet block —
Several members interjected.
The SPEAKER :
Member for Midland, I formally call you to order for the third time today.
Member for West Swan, I formally call you to order for the first time today.
Member for Victoria Park, the point of order is well made—I acknowledge
that. Treasurer, you have an opportunity to answer this question.
Mr
T.R. BUSWELL : I am endeavouring to, because it is important to understand
the answer in the context of this government's commitment —
Several members interjected.
Mr
T.R. BUSWELL : Have you met the parent body at Governor Stirling high
school?
Mr
B.S. WYATT: On a point of order, Mr Speaker.
The
SPEAKER : I am not going to take any more points of order in this place. I
am inclined to stop question time right now. The member for Victoria Park has
asked a question. The Treasurer is endeavouring to answer it. Other people are
interjecting on that answer. If you want to interject on the answer, you will
formally get called to order no matter where you are from.
Mr
T.R. BUSWELL : Let me again provide the context. This government is
supporting an investment in education for young people who live in the eastern
suburbs.
Mr
B.S. Wyatt : How much will it cost?
Mr
T.R. BUSWELL : From the time that the member for Churchlands was education
minister, we have been pursuing tertiary education outcomes for Midland and for
people who live in the eastern suburbs. We are still prepared to work to
develop tertiary education facilities in the eastern suburbs.
Mr
B.S. Wyatt interjected.
The
SPEAKER : Member for Victoria Park, if you want this question answered, you
are going to cease interjecting.
Mr T.R. BUSWELL :
My understanding is, member for Victoria Park, we do not have a current
detailed proposal to deliver a university in Midland, but we do have —
Mr A.J. Waddell Where's
your spendometer; how much is it going to cost?
The SPEAKER :
Member for Forrestfield, I formally call you to order for the first time today.
I presume there are people in this place who have questions they want to ask
today. Those of you who continue to interject are doing their colleagues no
favour whatsoever.
Mr
T.R. BUSWELL : I have been to schools in Forrestfield, and I bet the parents
of the kids at those schools would like to have a university at Midland that
their children can go to. Let me say again: this government has and will
continue —
Several members interjected.
The SPEAKER : Great example, members! When I sit down, question time has finished.
Member for Victoria Park, I formally call you to order for the second
time today.
Members I assume you want to have the MPI.
