LINK — SOIL CONTAMINATION
1250. Hon Dr STEVE THOMAS to the Leader of the House
representing the Minister for Transport:
I refer to question without notice 1203 asked on 22 October
2019 confirming the Public Transport Authority as the legal owner of 100 000 cubic metres of spoil from the Forrestfield–Airport
Link project stored at the Perth Airport estate, and question without
notice 1152 asked on 17 November 2022 stating that Perth Airport owns the
contaminated spoil.
(1) As at 21 November 2022, who is the legal owner of
the PFAS-contaminated FAL spoil stockpiled at Perth Airport?
(2) If Perth
Airport is the legal owner, when was ownership transferred from the PTA?
(3) Who
initiated the ownership transfer, and what financial consideration was
applicable to the ownership transfer?
(4) Will the
minister table to the house all ownership transfer documentation applicable to
the contaminated stockpiled airport spoil?
(5) If no to
(4), why not?

(1)–(5) Ownership of the spoil was transferred to
Perth Airport on 24 July 2020 based on a joint agreement between the Public Transport Authority and Perth Airport.
No financial consideration was applicable to the transfer.
