I refer to the performance and outcomes of Stand-alone Power Systems (SPS) in Western Australia, and I ask: (a) what data is available on the reduction in power outages for customers transitioned to SPS; (b) what customer satisfaction metrics are used to assess the performance of SPS: (i) how do these metrics compare to traditional grid-connected customers; (c) what percentage of the energy supplied by a SPS is expected to come from renewable sources; (d) what are the minimum operational requirements for the diesel backup generator component of each SPS; and (e) are generator run-times monitored: (i) if so, what are the average weekly or monthly usage figures?

The metrics used for SPS are consistent with those used for grid-connected customers.
(c) Horizon Power’s existing SPS units are providing approximately 80 per cent renewable energy, with some 100 per cent renewable units to be delivered in Round 5. Western Power’s existing SPS units are expected to provide at least 90 per cent renewable energy from Round 3 (currently in delivery) onwards.
(d) Horizon Power and Western Power are required to provide a network equivalent connection that meets Australian Standards, the Western Australian Services and Installation Requirements (WASIR), and Construction and Environmental standards.
(e) Yes. Western Power and Horizon Power monitor generator run-times on a monthly basis. For Western Power, the average monthly generator run-time is approximately 18 hours. For Horizon Power, the average monthly generator run-time for 2024-25 was 22 hours.
