(a) Water Services Bill; Water Services Legislation Amendment and Repeal Bill; Water Resources Management Bill.
(b) The Water Services Bill will provide better protection for water customers, more competition in the water service sector and reduce the legislative burden on the industry.  The Bill will bring together water services legislation found in eight Acts that currently duplicate provisions covering powers and functions of water service providers.  These Acts are the
Water Agencies (Powers) Act 1984; Country Areas Water Supply Act 1947; Country Towns Sewerage Act 1948; Land Drainage Act 1925; Metropolitan Water Authority Act 1982; Metropolitan Water Supply, Sewerage and Drainage Act 1909; Rights in Water and Irrigation Act 1914
and
Water Services Licensing Act 1995.
The Water Services Legislation Amendment and Repeal Bill will repeal the
Water Boards Act 1904
and amend the
Water Corporation Act 1995
to cover the operations of the Bunbury (AQWEST) and Busselton Water Boards. This will enable the Boards to provide the same range of services under the same governance arrangements as the Water Corporation and allow them to more effectively provide water services to the people of Bunbury and Busselton and the wider community.
The Water Resources Management Bill will replace the
Rights in Water and Irrigation Act 1914
and provide for more efficient and effective management of water resources, particularly as the State's water resources become fully utilised through increasing water demand and decreasing water availability. It will implement key reforms in relation to water resource planning, water entitlements and water trading.
(c)  Approval has been given for the Water Services Bill and Water Services Legislation Amendment and Repeal Bill. A decision is pending for the Water Resources Management Bill.
(d)  The timing of introduction of the proposed bills into Parliament will depend upon Cabinet approval and further consultation.
