I refer to advice from the Department for Communities that payments for the security rebate would commence in the last week of October 2009. (1) How many individuals applied for the security rebate? (2) Were payments for the security rebate made in October 2009; and, if not, when did the payments commence? (3) How many individual payments have been made to date?
