(1) Will the Government honour a commitment made by the Minister for Housing and Works on 22 August last year to put the proceeds from the sale of the historic Duncraig House towards health? (2) If yes, will the minister see that the funds are used to restore some of the mental health programs that have been cut, particularly in the southern suburbs, which are in desperate need of these services, and if not, why not? I thank the member for some notice of this question. (1) Yes, the Government will honour that undertaking. The proceeds will be given to the health system. (2) No; the Government does not intend that those services that have been de-funded will be re-funded using capital money. The reason for that is - Dr J.M. Woollard: Heathcote was an acute care mental health facility. Mr J.A. McGINTY: I make this point to the member. The issue is whether money raised from the sale of an asset - in other words capital funds - is to be used for recurrent purposes. Going down that path would create all sorts of trouble.
