(a)Preliminary Site Investigation (PSI) and Desktop Review of all available environmental and contamination investigation reports for the proposed development site was undertaken in November-January 2012 and a flora and fauna survey was undertaken in February 2012. A Sampling and Analysis Plan (SAP) for the Detailed Site Investigation (DSI) of the site was prepared in April 2012.
(b)The PSI, Desktop Review, SAP and provision of environmental advice to date has cost approximately $180,000 to complete. The flora and fauna survey cost $15,000.
(c) The reports identified:
· the site is classified by the Department of Environment and Conservation (DEC) under the Contaminated Sites Act as Possibly Contaminated - Investigation Required;
· contamination arises from historic land use activities on the site particularly waste disposal, including spoil from river dredging, ash slurry from the East Perth Power Station, demolition rubble, railway waste and general household refuse;
· the site has been significantly modified through development, most recently the golf course development;
· the number of birds of conservation significance is generally low, with the Red Tailed Cockatoo, Common Sandpiper and Caspian Tern being significant species;
· no significant vegetation species, with vegetation predominantly limited to exotic introduced species on-site soil, gas and groundwater investigations to be undertaken to confirm site conditions (about to commence);
· referral to EPA is required to determine level of assessment of project; and
· environmental factors are not an impediment to development of the site.
