Hon. Tom Stephens questions the potential impact of WA Gas Holdings' expensive AlintaGas investment on residential gas tariffs, given government regulations. The Minister's response refers to the tariff adjustment method outlined in the Energy Coordination (Gas Tariffs) Regulations 2000, which uses CPI, not government inflation estimates.

I refer to the price of $4.38 paid by WA Gas Holdings Pty Ltd for its cornerstone investment in AlintaGas, which is 95 per cent above the public offer share price, and to the consequent pressure on WA Gas Holdings to make an adequate return on its expensive investment. Using the Government’s own gas price capping regulations and the most recent government inflation estimates, what is the maximum increase in residential gas tariffs that will be permitted for each year between 2000-01 and 2004-05? Hon N.F. MOORE

I thank the member for some notice of this question. The Energy Coordination (Gas Tariffs) Regulations 2000 specify the method for adjusting the caps for residential gas tariffs. The regulations define the consumer price index numbers, exclusive of goods and services tax, used to adjust tariffs. Government inflation rate estimates are not used for the purpose of the regulations.
