Given the Minister has acknowledged that the Western Australian Government is committed to ensuring that the Ord Expansion is developed in line with National Water Initiative (NWI) commitments:
(a) have the outcomes or milestones required for the Ord Expansion to meet NWI commitments been determined or has any regime been established for monitoring the achievements of NWI commitments as the Ord Expansion is progressed; and
(i) if yes, will the Minister table this information; and
(ii) if no, how will Western Australians know if the Ord Expansion is developed in keeping with the NWI commitments?

(a) Yes, outcomes have been identified for the Ord Irrigation Expansion Project to ensure National Water Initiative (NWI) compliance.
(i) The NWI commitments for farm-gate water entitlements, water trading, and metering to be met by an irrigation water service provider (WSP) have been identified.  A demonstrated ability to meet these was a prerequisite in the request for proposal for a WSP.  Pricing principles will be addressed during negotiations with the WSP.
Farm-gate water entitlement issues will be included in, monitored and managed under the water allocation licence issued by the Department of Water in accordance with the
Rights in Water and Irrigation Act
1914
.
It is intended that requirements for on-farm water recycling and efficiency measures will be managed through regulations established under water services legislation.  Establishment and operation of on-farm recycling facilities was mandated as part of the original environmental approval for the project.
The Ord River Water Management Plan 2006 reflects key principles of the NWI; particularly in providing secure water for the environment and for irrigation, including water for irrigation expansion.  An update of this Plan is scheduled for completion in 2010.
