I refer to the sale of the former Fire and Emergency Services Authority (FESA) House site at 480 Hay Street, and I ask: (a) how much was the FESA House site sold for, to whom and for what purpose; (b) what was its market value; (c) how many offers were there for this site and what was the price for each offer; (d) what was the tender process in place for this sale; (e) what heritage assessment took place before the sale took place; and (f) how many brutalist buildings of heritage value exist in Perth and how many have heritage protection?

(a) A Contract of Sale for the FESA House site was executed for $8 million by 480 Hay Street Pty Ltd to undertake the construction of a Hotel development and should they choose, a commercial office development.
(b) There were two independent valuations provided to Government (with the Valuer-General reviewing the reports) for the consolidated FESA House and Perth Chest Clinic site, ranging from less than zero when a hotel was mandated to be built on the site, to $24.5 million if the developer could build whatever they chose.
(c) Four proponent groups were shortlisted for the Expressions of Interest process and initial, conditional sums of $10.875 million, $12.27 million, $5 million and $12.5 million were offered; each proposal included varying structures, terms and conditions.
(d) It was a two-stage process which consisted of a Stage 1 Registration of Interest process and a Stage 2 Expression of Interest (EOI) process through which a Preferred Proponent was selected.
(e) The Heritage Council was fully consulted prior to the sale taking place; the Perth Chest Clinic 1956 addition was assigned secondary significance by the Register Committee and on 5 April 2013 the Heritage Council Development Committee provided advice that it supported the demolition of the 1956 addition subject to certain conditions fulfilled by the proponent. Conservation and adaptive reuse of the 1902 Hibernian Hall was required.
