FRAMEWORK
348. Hon SUE ELLERY to the Leader of the House representing
the Premier:
I refer to the evidence before the
Standing Committee on Estimates and Financial Operations of the Department of
the Premier and Cabinet's executive director, Ms Rebecca Brown, in
April that the government was still developing a monitoring framework on
whether the objectives of the finding in last year's budget to the
non-government sector were being met.
(1) Has a monitoring framework now been completed; and, if
so, will the Premier table it?
(2) If not, what is the timetable to
complete the monitoring framework?

I thank the member for some notice of the question.
(1) The
government endorsed the sustainable funding and contracting with the
not-for-profit sector evaluation framework, which was presented to it by the
Partnership Forum in November 2011. However, it also noted that the framework
would evolve and be refined over time to ensure the government is provided with
useful information. The Departments of the Premier and Cabinet, Treasury and
Finance are currently working with the Partnership Forum's
implementation working group in progressing the evaluation framework to better
identify key indicators, data sources and baseline reporting.
(2) The
Partnership Forum will consider the implementation working group's
recommendations for key indicators, data sources and baseline reporting later
in 2012.
