I refer to page 20 of budget paper No 1 and the reference to the cost of implementing the Government’s old-growth forest policy. (1) Will the minister please identify the appropriations in which each of the key elements of the package is to be found and the amount to be drawn from each such appropriation? (2) The federal Minister for Forestry and Conservation has said that he can no longer wait for the State Government to provide positive projects to develop forestry in this State and will be calling for propositions direct from the public.  Advertisements to that effect were placed in last weekend’s newspapers.  In view of this, does the Government realistically expect that it will have $15 million from the Commonwealth to expend as part of its package? (3) If so, what are the reasons for continuing to expect to receive that money? Hon N.D. GRIFFITHS

(1) The details of the key elements of the Government’s old-growth forest policy are described in budget paper No 3 on page 88.  The additional funding has been allocated across the following agencies: the Department of Conservation and Land Management, $26.4 million; the Department of Training, $34.6 million; the Department of Community Development, $600 000; the South West Development Commission, $1 million; and the Department of Industry and Technology, $19.5 million.  The appropriations relevant to each of these areas are detailed in the respective agency’s entries in budget paper No 2. (2)-(3) The Government is in communication with the Commonwealth about the State’s role in the administration of the package to ensure that it is linked to the timber resource that has yet to be allocated by the State Government.  As the member is aware, only the State Government can allocate this resource.  The Government expects the Commonwealth to work with the State to ensure that this funding is allocated responsibly to mills that have a guaranteed supply of resource.
